Proposed Level Three Rough Draft

 

    To further develop effective militia persons, and therefore, a more effective militia as a whole, the SMVM proposes the following as a Level Three Qualification. Unlike the previous levels, this one allows for a bit more freedom in choosing how to advance. Additionally, by simply adding to the number of “picks”, we can establish a Level Four qualification directly from this list as well. This is currently a rough draft, in its infancy, and we will be happy to hear creative and constructive input on this issue. Simply calling it “stupid” will be dismissed outright.

    

    Before attempting to qualify as Level Three, you must have previously qualified as Level 1 and 2. This is simple to grasp.

 

      Level 3 Gear Requirements:

                      

                      A. 180 total rounds carried. At least 100 MUST be rifle rounds. The remaining 80 can be split amongst your rifle and pistol, if you choose to carry a pistol. If no pistol, then all 180 must be for your rifle. Possible consideration for larger caliber weapons: Total of 140 rounds. This is simply a minimum of 7 twenty round magazines.

                      

                       B. 15-20 feet of 7/16th inch static (not climbing) rope for various purposes, including possible a Swiss seat, AND two snap links or carabiners. We will provide details if needed. We consider this initially to be merely a Swiss seat for rappelling purposes, but these items can be applied in several other tactical uses. Do NOT get one of those dollar store snap links that you attach to your key chain.

                      

                       C. Gas mask that accepts NATO filters, and at LEAST one filter or set of filters. A hood, rubber gloves, and other protective measures are suggested. It is not a bad idea to keep a full set of MOPP4 gear handy, but we initially want to get our fellow citizens equipped with a basic gas mask which will enable them to respond to a low level CS-type of situation.

                      

                       D. (In your vehicle) Squad First Aid Kit OR Medical Re-supply Box (TBD, mostly bandaging gear). We are working on the details for this. The squad first aid kit in our medic section of the web page will be fine for this purpose. Otherwise, we are developing a mass bandaging unit type of list. Note: Many people have contacted us from Iraq and/or Afghanistan, requesting that we add "a tourniquet" to the L1  first aid kit. Consider this a staff decision until voted upon: Do so. Add a tourniquet or develop the knowledge of the proper use of a tourniquet. Please be advised of the risks involved in applying one, though.

                       

                       E. (In your vehicle) Team Leader Meal Box (NLT 15 non-perishable meals) and case of water. Details forthcoming, most info is on support page of web site.) This food section is under complete review and may even incur some alterations to the Level 2 list. Basically, L2 would add a simple single meal or small amount of survival food for the qualifying militia person, L3 would add a box of "Power Bars" or something similar for emergency squad or team meals, and an extra two-liter water bottle, and then L4 would require the full-blown "squad meal box" from our support section, and a case (24 one liter bottles) of water.

                      

                        F. (In your vehicle) Ammo Re-supply, with no less than 200 rounds for your rifle, or in one of three common calibers for rifles. It makes more sense to bring ammo for your own rifle, but it’s okay to look out for your fellow militia people, as well.

                     

                       G. Optional urban gear, to include helmet, goggles, and elbow and knee pads. This will be fleshed out in detail soon, but please consider that emergencies, disturbances, and attacks may occur in urban areas. A box of dust filter masks for your face, and the faces around you, is suggested here, as well.

 

    Those are the gear requirements, and yes, there is cost associated with this. If you would like The SMVM support team to assemble your meal boxes or medic kits, we will do so at cost. The food can run around $25, and the medic gear can run much higher or cheaper, depending if you just want to carry a big bandaging re-supply box, or a full-blown kit.

 

    With the skill requirements, we are going to provide a list in each of several categories. You will be allowed to pick a few skills from each list. Nothing prevents you from picking more, or all of them. We will try to cover one or two things at each training. There is not really a time limit to achieve these, as long as you maintain your active Level One shooting requirement. Some things can be done in a classroom environment, and some you can do on your own.

 

    The overall idea is to be come a more effective militia person, adding potential value to your community’s readiness posture, and increasing Homeland Security.

 

 

 


Level Three Skill Requirements:

 

Shooting Abilities, pick ANY TWO:

              A. Qualify on AQT

              B. 9 out of 10 on a 5”inch target at 100 yards

              C. 4-Pin Shoot in under 45 seconds (time to be discussed...)

              D. Pistol Qualify - TBD (6 out of 8 shots on a 9" paper plate at 7 yards??)

              E. Shotgun qualify - TBD

 

Medical Requirements, you MUST know your blood type, and pick AT LEAST ONE:      

              A. Pass at least a Red Cross first aid class

              B. Complete basic Militia Medic course—TBD (includes medevac and set up aid station)

            C. Pass a Wilderness First Aid course

 

Field Qualifications, pick ANY THREE:

            A. Complete rope class and pass test

            B. Complete navigation class w/ test

            C. Complete patrol class and lead a patrol

            D. Purify water, start a fire and dig a cat hole

            E. Pass ambush class -TBD

            F. Pass Radio class -TBD

            G. Establish a defensive position

 

Electives, pick ANY TWO:

            A. Obtain a CCW

            B. Obtain an amateur radio license

            C. Obtain an Honorable Discharge from the military

            D. Pass a gunsmith course

            E. Pass a C.E.R.T. training

            F. Obtain advanced martial arts training

            G. Qualify as an NRA Instructor

            H. Pass Hunter’s Safety Course

            I. Be an Active or Reserve L.E.O. with I.D.  

            J. Coordinate a special project TBD. Note that certain projects are of such scope and magnitude that they will count as two electives.

 

Support/Administrative, pick ONE:

            A. Cook at training

            B. Newsletter contributor

            C. Range improvements/etc.

            D. Web page contributor 

            

            

 

 

Anyway, this is the basic idea for an improved Level 3. We are considering simply increasing the number of skills picked from each category to complete a Level 4. For example, to qualify Level 4, you would pick one more shooting ability, two more field abilities, two more electives, and one additional support function OR the additional medical requirement.
